What is the silver canister? No wire attached

I just got this 1999 Yamaha 50HP 4 stroke carbureted outboard. It seems to be a good, strong runner. Just looking it over and I spotted the silver canister just above the oil filter in the pic and noticed no wire attached to it. I can't find any loose wires so am wondering what this canister is and which wire should be connected to it.
