Starter slicks when trying to start. I replaced the relay, solenoid, and the starter. I cleaned the battery terminals at the battery. I get 12.7 volts at the battery. When I out the volt meter to the relay I get 12 .5 volts at the power end and 1.5 volts at the other end when I try to start it.
