yamaha 115 1988

Recently cleaned and replaced seals and new fuel pump.first trip ran good but noticed idle rpm would be low after running wot,pump the ball all would be good. Second trip seamed good but after 5 gallons idle would stick at about 1800 rpm, High enough it wouldn't allow me to shift to neutral. I would engage electric choke to lower rpm to shift after running wot. Could this be a faulty fuel pump, I noticed before installing it was difficult to blow through "fuel in side" . Sounded like a goose flute. When I turn the key off and restart all seams fine until wot then again rpms won't lower enough to put in neutral without choke being engaged.

Hi,
idle is not controlled by a fuel pump in my books. Can you see the carb throttle is gone back to idle position like mechanically getting stack above idle
