Won't start with new battery and new ignition switch

I have a 1997 Four Winns 200 Horizon I bought new and owned for 17 years. It is well maintained and has been an awesome boat. The problem started when the starter would turn over slow but the engine would start. Turned the ignition key to off but the engine continued running. I've replaced the battery and ignition swith, now the engine won't start and after turning off the ignition the depth finder and hour meter continue to run. When I attempt to start the engine, I hear a "clack" and clicking noise. I have disconnected the battery cable. My next move is to check the starter and solenoid. I hope this is the problem because I can only guess the next place to look into is the wiring harness.
Any more advise is greatly appreciated!

Found the problem!!!

I found the problem! The positive cable connection on the solenoid was loose and the cable end was laying on top of the ignition terminal. This is why the dash gauges were live after switching off the ignition and also why the battery was robbed of juice to turn the engine. CASE CLOSED!
