The battery voltage is low and the tachometer isn’t working properly. Could this be related?

Yes it can, if at normal engine speed the voltage isnt up around 14.5 or so then its not charging, some tacho signals are taken off the alternator and maybe that is same for you. Give the engine a rev, sometimes you get a cut-in problem. Possibly a regulator issue, best bet is to remove alternator, take it to an auto electrician and get a test, a lot cheaper that way.
