volvo penta GM 5.0 GL 2004

Previous owner converted factory 2 barrel to a Carter manufactured 4 barrel (model number is 9779S).

Was running great (jumped out of the hole and top end was about 35 mph). That's not bad for a 2003 Starcraft Aurora 2000 deck boat.

Initial problem; while cruising (3200 rpm) or close to WOT speeds would have random engine cutout; sometimes would restart sometimes not. Wait 12 hrs. or so and it would restart . Turns out to be a faulty "kill" switch.

However, decided to replace coil and electronic ignition module, have verified several times the are the correct versions of replacement components.

Engine now has no power. Will not get out of the hole, and max rpm is about 2600 while under load. At the dock the engine starts easily, idles smoothly and will rev well into the 3K rpm range.
Under load - no power!

Engine has been timed several times to the recommended 10 degree advance. Messing with the timing only makes it run worse. Several mechanics have said it's the timing.

HELP! Thoughts suggestions etc would be appreciated.

BTW, there is plenty of fuel and fire as measured directly from coil and distributor. What else could it be?
