Volvo 5.7 throttle body, 2003 in a 24' crown line bowrider

Engine starts fine but runs rich especially while idle. I really have to feather the throttle while bringing up on plane. Once the boat is on plane, it runs well. It will run 46MPH with 7 good sized people. When I bring the boat back down it has a fast idle of 1100 rpm and shifts really hard. I can shut it off and restart it and it will idle at 750 RPM again and shift fine but is still rich. Also, the more weight in the boats the easier it chokes itself out wile trying to get up on plane. We have replaced both fuel pumps and the IAC valve. We have replaced the regulator. I will say that the temp gauge runs extremely cool, but had a mechanic tell me the Volvos run very cool.
