Suzuki DF250 , 2019 model

We just purchased a used hydra sport 28 with twin 2019 Suzuki DF 250’s (100 hrs) on the test run the seller said it would only reach 5000 rpm’s and have been that way from day one after the install . The shifter and throttle cables are mechanical which makes me think that the TPS may be limiting the RPM’s . The boat ran great but seems like there is power left on the table . I did find info that the new Mercury pro xs have a similar issue where the TPS has to be tuned to mechanical cables if not using the fly by wire controls . if not you only get 85% throttle response which seems right in this case . Any thoughts
