I have a Mercury outboard motor, its tracker (by mercury marine) 125hp 1996. We have not tried to steer it on the water or while it was cranked on the water yet. It has been sitting in the yard for about 3ish years. We cranked it up today in the yard and noticed that the motor will not move when we steer it. The steering wheel will move but the motor only moves and inch back and forth. What is the problem?
