Outboard 25hp water pumping then stops pumping then engine smokes white?

My Evinrude outboard 25hp water pumping then stops then engine smokes white? I have placed the thermostat but still the problem exists. If anyone can help that would be great. It's an old pull start engine about 1978. Thanks.
