The motor starts very well after a little bit of warming up it also idles very good coming up to speed getting on a plane seems to run very well but after half throttle trying to go to three-quarter or fourth row you can feel the boat surging slightly while you’re running under power and it just will not run full throttle wide-open sometimes it only seems to want to run half throttle if I start out early in the morning going fishing after getting on a plane it really starts maybe only want to go half speed half throttle but it seems as the day goes on to maybe mid day that kind of goes away and it will run up to maybe three-quarter throttle still will not run at full power any help someone can give me would very very much be appreciated I purchased this motor brand new in a box 2002 it has been a very reliable good motor but this issue is driving me crazy please help thanks

first is always fuel delivery, basically not enough of it, if you have a fuel flow meter you can see it, but usually ppl don't have it, two things,
carbs but I doubt it as there are three of them so most likely a fuel supply. One can say it is difficult to troubleshoot it I'd say not, you can feed a fuel line to the carbs from a container just like a straight connection to by-pass all the pumps filters etc.
But it could be as simple as a carbs linkage not opening carbs to full throttle open, than of course there is the speed limiter cutting to half rmp's. Old fuel, water in fuel and so on
