Mercury 70 Hp 1977

New to me outboard that was reported as a good runner when started a long time ago. I replaced the water pump impeller and had a little difficulty getting the lower back into position. Eventually everything seemed to line up ok and it bolted into position without further problem. I also dissembled the throttle and shift control box to obtain key code for a lost key. It seemed to go back together normally, but after starting the motor I have discovered it does not shift at all. Throttle works, but no shifting.
So is my problem something I did not line up in the lower, or possibly something I did wrong on the shift control box?
