Mercury 40 hp 4 stroke 2015 model bass tracker

Going into limp mode new fuel pump plugs fuel line has been on the shop twice and same issue runs good and then wont get over 3k rpms cranks right up even in limp mode

My problem with same symptoms (90hp) was a faulty Throttle Position sensor. But ultimately needed to have injectors cleaned too.

tech. Similar problem. $400 service. Idles and works fine at low rpms. When throttling up it will begin to miss and shake. No alarm but engine light goes on. Engine is physically to hot but no alarm. Will idle again fine on restart.. Peehole flowing but not hot or even significantly warm. Compared to my Yamaha 150 4s.
If water flow is restricted will it begin to miss?
