Mercury 20hp 1988

Top cylinder does not work at low rpm, seems to at wot.
While running a 14' deep-V aluminum with 1 other person it will get on plain at 20+ mph.
I have switched the trigger from another motor, checked resistance of the coils and verified the plugs and plug wires are not the issue. (swapped plugs and also coils still only bottom cyl runs)
I pulled the flywheel off to look at the top crank seal, I guess it looks ok to me.
Each cyl has 120 compression and the spark easily jumps a .5 inch gap.
This motor is new to me and starts and runs surprisingly well on one cylinder.
I'm not sure what to check next, will be pulling the carb and checking reeds but understand they are rarely the issue.
Any insight will be appreciated.
