Mercury 1500 Tower of Power 1970

I purchased a boat last summer that came with this motor. It runs very well and I love it. My issue has to do with the hydraulic system (steering and power tilt/trim). I can see it has a very small leak somewhere since there is hydraulic fluid appearing just under the steering arm. When I have the motor tilted up all the way and don't lock it, it starts going back down very slowly. And while steering it, I don't feel I have all the control I am supposed to have. Feels loose. I have looked online for replacement gaskets and other parts but I can't find any for sale. Any suggestions on how I can seal the system up so I can have more fun come spring time? Thanks.
