Mercury 150 XR6 2007 outboard

Needs to be choked excessively to get motor running, then onward throughout the day. The gas ball is often not full and needs to be pumped.

Once running it goes well, however when I shut it off,
it starts as listed above or simply will turn over and not start at all.

Not sure of the connection if any (carb float?) but the engine

really doesn't start well or at all if not fully lowered

which is not conclusive in shallow water fishing.

I changed the plugs and it was better for a time, now worse.

Any suggestions are greatly appreciated. I fish bass tournaments and this is causing issues with reliability.
