Johnson, Seahorse 10 hp

Replaced new complete water pump kit including pump housing, gasket, seal, impeller etc. The exhaust housing is getting hot enough to scorch paint in picture outlined in red. I get a good amount of water out exhaust port and some from bottom weep holes, but none out of top hole indicated near top of exhaust housing by arrow on picture. Should there be water weeping from top hole and is the exhaust housing getting hot indicate problem. I don't want to damage the old motor. Any ideas what needs done?

Seems to me someone else had this problem and what they found was the exhaust ports inside were almost completely clogged with carbon. If this is the case with you it would be holding back exhaust and would be heating up instead of exiting the engine quickly. Just a thought.
