Johnson, J90tslecm, 1997

I have a 1997 Johnson 90hp SPL. This morning I tried to take it out and it was very nice hard to start and once I got it started it tried to die when I put it in gear. Once I got it to go it wouldn’t go over 2000 RPM’s. I unhooked the 2 top plug wires and it made no difference in how it idled. It did shock me when I unplugged the 2 top plug wires so I know they are firing. If I unhooked either of the bottom plug wires the motor would die. I know it’s only running on 2 cylinders but my question is why? Could it be the top carburetor isn’t working? Any help would be greatly appreciated. Thanks!
