Johnson 115 Fast Strike

Starts and idles fine but when rpm is above 2000 engine starts to miss and rpm’s become erratic. This is what I have done to this point.
Rebuilt Carbs with new float bowls
VRO pump working properly
No fuel leeks
Replaced Power Pack
New plugs
Ran engine with temp sensor disconnected, no changes.
Did a stator resistance test. According to manual specs the numbers did not match. I’m guessing a possible bad stator.
Not sure how to properly test Rectifier/Regulator for proper operation. Still original Optical Sensor which I may replace.
Please advise as to other possible causes.

We just did the power pack optical sensor stator coils plugs regulator rectifier same issue there is a 1 way diode in the harness I also checked that was good new ignition switch also if you find a fix please comment

fuel filters, pump and also big one, water in fuel.
