horn and navigation lights not working

I have a 2000 Bayliner Capri. I had the shift cable and boot changed and after that the navigation lights and horn don't work. I checked and I am getting power to the switches. I also checked the light bulbs and they are good. There is an in-line fuse and I replaced it. Still nothing. I suspect there must be a ground wire that has gotten disconnected but I have no idea where/how to find it. Any thoughts are appreciated. By the way, the bilge, aerator, and blower all work. They are located on the port side of the steering column.
