Honda High Thrust Long shaft 9.9hp 2021

Brand new out of the box honda 9.9 2021 idle appears to be too high - trolls 3mph and I need 1.75mph I have a 2017 Starweld 20' Do not want to use Sea Anchors. Trying not to use 2018 Mercury 150 to troll with.
