Honda BF90A, BBBL-4802887 2006 4 stroke Carburated

Motor in idle the RPM is around 1200, which is way to fast. I went to adjust the master idle screw at the bottom cylinder however the screw is backed out all the way already. In neutral the linkage is slack so I do not believe that there is a cable adjustment issue. When pushing down on the vertical cylinder linkage arm, the RPM will go down however when pressure is released, go back up and I do not see how to adjust. What are the next steps to bring the idle down? Thank you, Tom - Millsboro DE
