Honda BF15 2008

After running motor between 10 and 15 minutes it will shut off, assume this is a over heat problem. There is lots of of water peeing at all times. Changed the impeller, old one looked fine but replaced any ways. checked the thermostat with hot water and it opened just like it should. after all this I left the thermostat out and housing for it off and there was no water coming to it while running, still lots of water peeing during this test. Now I have no idea what to do next?
