Evinrude E150STLCUR 1987

On start up at the lake it starts per instructions but idles rough. When I accelerate to get up on plane it stalls almost to the point of dying. I work the fast idle on and off to 3000 rpms until it sounds normal but with excess smoke and then hit full throttle and it takes off running most days okay with good idle on start up and good acceleration. On occasion though it will stall up on plane momentarily then regain full throttle. I put a clear fuel line inside the motor starting where the fuel enters from the outside and it has a bubble coming from the engine side every 5 seconds or so, not the tank side. Can I rule out the carburetors including their floats since it runs well after it takes off? Can I rule out the VRO with the same logic? I see signs of a possible leak from the manifold where the 5/32 line is attached that is connected to the primer. All insight would be greatly appreciated.
