Motor turns over but no fire to plugs. Replaced powerpak, stator and timing base, ignition switch and still no fire. Removed yellow /black wire from powerpak still no fire. What can I be overlooking?

I replaced the same parts on my 140hp evinrude and no spark. Come to find out the brown and brown w/white stripe wires from the power paks were reversed at the connector. Any way I ordered two more power paks, I've yet to install them. It was also suggested I look at neutral saftey switch and the emergency cut out switch in the remote control
