90hp 1979 merc 3 cyl 2 stroke with automatic oil mix

at first forward and reverse would grind and never quite seat with the dog clutch and sluggish when going in gear. Now doesnt actually go into forward or reverse. I removed the cable and still doesnt go into forward or revese. Maybe needs some oil down in there somewhere?
