89 force 125 outboard motor

I have a 89 bayliner capri with a 125hp outboard motor and I just replaced the entire overhead because the motor was bad now I'm a first time boat owner and the problem I'm having is that the cilinder 3 is not working correctly we checked the compression on all cilinder and theY are at 120 . We changed all the cd boxes the trigger and all the coils and plugs still has the same problem we go on the water starts right up but won't go faster tham 10 mph other whys it will try but Schokes and turn off but after a few seconds it will start and u can drive it slow .. anyone that can help I would really appreciate it. . Thanks in advance. .

Low compression

That’s low compression for a 2 stroke. I would recheck it with a different tester. If still low time for a rebuild
