75hp 1999 outboard Force
Got my boat out of storage for the first time and hooked 2 new batteries up. Went to start it and the starter just spins. Will not engage so I engaged it manually and just doesn't have the power to turn the crank over. Solenoid is putting out 8.8volts. I even hit the starter with 12v. to see if it would crank but didnt. Just no power.....I just want to confirm this is a bad starter.
