454 big block starts and idles, but wont throttle up.

454 Volvo Penta

I just bought a 1990 Mirage Travore 232 cuddy with a 454 Volvo Penta. It starts right up and idles perfectly, but once you give it throttle its sputters like its not running on all cylinders. I checked the plugs and they look like they are running rich but they dont look bad. Timed the distributor and still no luck. I dont know if its the water seperator or maybe the carburetor. The carburetor looks super clean but may need to be rebuilt. Has anyone else had this problem?
