4.3 merc 175hp wont go over 25mph

have a 1987 merc 175 hp and it wont go over 25 mph. i put new fuel filter in and still wont go. I went from a 19 pitch to 21 pitch prop but dont think that would affect it that much. any suggestions would be great.
