I have a 2000 25hp mercury bigfoot. It does not go over 500o rpm on the water.If I put the ear muffs on it will go to 7000 . But it seams under a load it just wont open up.I have tried sea foam We took carb off and cleaned and replaced jet.Any help would really be appreciated.Steve
