My motor idles and runs fine at mid to low rpms but at high rpm it starts starts sputtering. I changed the fuel filter but the problem persists. Has anyone had this issue before?

I'm so very sorry. My reply was to another post. Your issue is the result of a stuck float in the vst which is partially closed and therefore causes a fuel starvation when you go at wot. Unseat the jet and clean the port with carburetor or throttle body cleaner. Hope this helps.

There are 3 relays on the lower starboard side of the motor. The first one is for the fuel pumps. If neither of the pumps runs then it's very likely that the relay has failed. Swap with one of the two trim relays and see if it works
