2002 Yamaha 60hp 2 stroke

Boat engine will not get above 1000 rpm in forward. At first boat would run full throttle then after about 10 minutes boat would bog down and not get above 1000 rpm. Now it won’t get past that at all. In neutral I can rev as high as it will go and for the most part will go in reverse full throttle, although sometimes it will max out in reverse at about 700 rpm also. Is it the fuel pump goung bad maybe? another thing to note is when I have the boat out of the water and hooked into some muffs I can go forward and get past 1000 rpm, but won’t do it in the water. I have checked the fuel, even emptied it and replaced, I am getting fuel to the carbs when I pump the bulb, also have put in new spark plugs, new fuel water separator, new fuel filter, but can’t seem to diagnose the problem. My next thing to try will be replacing fuel pump, but if that doesn’t work I’m not sure what else to do. Any info would be great!

Could be either a bad coil or the CDI box breaking down.
