2000 Suzuki DT25

Our original DT25 finally blew a piston after TONS of use. We recently bought an identical DT25 that had been sitting in a back yard for 7 years. Compression is good, cleaned the carbs, replaced plugs, fuel pump and water pump. Runs really smooth, but not much acceleration, RPMs or top end. The old motor used to get around 5800 RPMs and 22-23 mph. With the same prop, the 'new' motor is around 4800 RPMs and tops out at 12 mph. We've heard that the 3rd cylinder only kicks in at higher speeds.. any truth to that? Any ideas on where to look next would be greatly appreciated.
