2000 Mercury 125 hp, 2 stroke, 4cyl, outboard model#1125412YD, serial#0T238092

Hello, I am getting no water flow thru my motor pee hole, I have changed the impeller, have the fins going the proper way, checked and my key is in place, when I turn the shaft by hand there is resistance, I checked and the copper tube comes down about 1 1/2", I removed the rubber sleeve and reinstalled with some grease on it, I have removed the pee hole tube from the barb coming out of the motor and blew it out, it is still detached, removed the thermostat and poppet and I still have no water flow. After starting engine and running for 10 seconds still no flow, removed LU again and there is grease on inside of the plastic tube connecting the two sections so there is proper hookup. I held hose up to where the tube connects from the impeller and flushed out the upper lines and water came out the pee hole. I am getting a bit frustrated. Any ideas what else to try? Please help me
