1999 yamaha saltwater series 200 hp

engin ran fine when i took it out of the water in oct of this year.when i put it in in nov.of this year the oil alarm went off.stopped and manualy filled tank on top of motor but didnt not shut the motor down. it wouldnt throttle up over 2000 rpms. then i learned i had to shut it off then restart which i did and still only 2000 rpm at wot. changed all fuel lines,fuel filters fuel pumps spark plugs and still wont go over 2000 rpms at wot hopfuly you can help me im going nuts here .ty
