1996 mercury 40 horse 4 cylinder

Motor runs fine and then goes into limp mode. Tell tale is flowing fine. warm but not crazy hot. carbs are good. Went back to running full speed on the way home from fishing. tried it next day. Ran fine for 30 min then went into limp mode again. Change the CDI ? Rev limiter is built into that I think. No thermostat on this unit it seems

Could be a buildup of corrosion inside the water jackets on the head, just because the water is flowing out of the hole up top just means your impeller is ok. May need to pull the heat and clean the water passages and then put a new head gasket on.
