I just de winterized and engine start but wheel don't turn and the water don't come out from engine

You said you de-winterised, ok how did you winterise it and then de-winterise it. and are you talking the engine turn over or the boat steering. PS i have a honda 30hp i totally love this engine on my 14 foot. i tell my friends go honda or go home.
