Starts / idles great sometimes can run full other times it shutters at 2100 rpm sometimes feathering throttle will get it going again not always tho . New gas line rebuilt carbs new plugs fuel filter clean seems electrical because it’s always 2100 rpm when it shutters

I have 1998 yamaha 90hp that would start great and go uo to about 2100 rpms for 30 minutes then kick into full speed. Changed the tank, lines,filters, fuel pump, coils and cleaned carbs and nothing worked. Turns out the CDI controls the firing of the middle cylinder. Replaced it and runs perfect. Only trouble is the CDI cost $625. Check to see if your #2 cly is firing the same as 1 & 3.
