1988 johnson 90hp vro

recently bought a tach (a VOD) for it and can not get it to work.The rectifier is new and I am getting hz on the grey wire that increase as the motor revs up (90hz at idle)reading around 20-21volts ac on the stator wires and normal voltage on the red and purple wires (12.6 dc)the needle moves to zero when the key is turned on but thats it.Tried all pole settings nothing seems to get it to move.I know the tach is good brought it back to the shop where I bought it and they threw it on a motor and it worked fine.Not sure if this has anything to do with it but the VRO system was removed before I bought it.
I am an electrician for over 45 yrs and have worked on outboards for about 12 years(not professionally) so this problem is kinda driving me nuts.I am waiting for a DVA which should be here today so I can check peak voltages but everything looks normal with a fluke meter.
Any thoughts would be greatly appreciated.
