I have a 1984 Mercury 115 hp outboard. it was a little low on fluid. After adding fluid it worked ok a little temperamental at switch but it worked. This morning I tilted it all the way up with no problem. Now it wont go down, the pump motor runs but it will not mow down or up. pump motor is new
