1982 mariner 50 hp

Recently replaced the water pump assembly (housing and all) on my outboard and changed the leg oil. Took it out for a day and noticed emulsified oil on the leg when taking it out of the water. I drained the oil and checked it. It was pristine, no water. removed the leg and noticed a lot of emulsified oil around the water pump.Any thoughts on what is happening here ? I've attached a picture for clarity.
