175 evinrude falls on its face full throttle

89 evinrude 175xp outboard

I have a 89 evinrude 175xp outboard boat motor starts and runs great I changed sparkplugs and cleaned carbs will idle up just find and will take about 25% of throttle in gear if u push throttle more it will bog and die but if u put earmuffs on out of water and put it in gear and full throttle it it runs fine I can't figure out what to do not the smartest on boat motors any help is greatly appreciated thank u in advance
