Problem with RPM's

I have a boat problem. Asking for your help or suggestions. RPM's go up, speed stays the same. It feels like when an automatic transmission that is low on fluid. Engine revs and speed stays the same. Boats shutters, bring the RPM's back down, runs fine at 10mph. Propel is good and coupler is good. Open to any suggestions. It's a 5.7 with an OMC outdrive.
