Honda bf150, 2013?

All of a sudden electric power to starter seems intermittent... Also electronic Tilt is making a noise but not lifting
> I checked the Battery and connections... 13.5 V / Connections Good
> I checked the Manual/Power Hydraulic Set Screw... Good

Everything was fine just a week ago when I changed out the Water pump Housing and Impeller? Head Scratcher

Check earth connection to engine block, near starter motor and gear and throttle linkage, corrodes and loses contact. i added a loop cable to starter bolt as well

Check tighten all main connections on battery and other circuit connections. Just because voltage is good doesnt mean that when load is applied there is a voltage drop, sounds like this
