2007 larson 186 4.3 litre inboiard/outboard

Has had a tune up, plugs ,wires,rotor, cap, oil/gas filter, but has no power and can't get up on plane

Boat not getting up on plane

There could be a number of things why the engine does not have enough power.
Are the fuel hoses in good condition because if they are not you could be sucking air instead of more gas.
Could be a little trash in the fuel system or the gas filter is plugged up partially.
Corrosion on wires in your electrical system that produced spark for the plug.
Check to see that you have a blue spark from your spark plug and not orange in color.
Weak coil.
Bad ( old gas ) gas
The plastic sleeve inside your prop could be wore out by not turning the prop like it should. If you have plenty of RPM but no power from the engine it could be as simple as having someone check your prop to see if that sleeve is wore out.
These are just some simple things that someone could do just by checking and doing a little investigation
