recently purchased a 1998 bayliner 2252 with a mercruiser 5.0 305 engine, was told starter was bad, well starter was replaced along with fuel pump, fuel filter, carb, distributor cap and button assembly, all new fuel. starts right up and runs great out of water but in water will only make @1600 rpms but occasionally surges to 2000 for about 30 seconds at full throttle. what else can cause this?
