1976 Johnson 35 hp tiller motor

Hi everyone and thank you all for your help.I am a weekend mechanic so I don't know much. I ran my 1976 Johnson 35 horse motor earlier in the year and it ran fine. After sitting for a month I took it out and I went to start it and it wouldn't start. It will crank but will not start. I checked the compression and both cylinders were 28-30 psi. There is spark to the cylinders but I'm worried I might have a bad power head, or some other major issue. I was only able to check the compression with the engine cold. Not really sure what I'm doing and I sure could use some help. I talked to a repair shop and they basically said buy another motor, it would be too expensive to fix it. Thanks, Chris in Missouri

I should have added that the normal compression for this motor is 100-120 psi and after it wouldn't start it dropped to 28 psi.

If it ran earlier in the year then it should run now, so first as always make sure its fresh fuel, fuel filter is clean and ensure you flush the fresh fuel through the system.
