Mercury 2015 150 Heavy shaking

I have a heavy shaking starts at 2800 rpm while under load.
It's a mercury outboard 2015 150 4 stroke.
The motor shake the same way when in neutral and hits over rev limit.
Just did complete service and ran fine .tried today to go out and cant get boat to come up on plane because of the limited power and shaking of motor.
