hard to steer

I just bought a used 2000 glastron sx 175, starts and runs great, problem is the steering. is extremely difficult to turn in either direction. does nor have power steering, but I still cant imagine it should be this difficult. is there a way to adjust the cable, I see it kinda works on a push-pull cable attached to a rack n pinion type deal at he the steering column. there is nothing obstructing the movement, but there must be something, makes it very difficult/dangerous to handle in a small channel.
